The efficiency of a government determines the future of a country. For evaluating how well we did we can compare with what the other government such as China did in the same period. This is the reason I write this article.
Before once a while we could hear some sad news from China. Such as patients died in a hospital because they were unable to pay medical fee for the treatment; parents sold blood to pay tuition for their children; people committee suicide for they didn’t get paid from their boss for many months; people killed themselves for they were forced to move by estate developers. Those are basic conflicts that impressed people in China. See how Chinese government solved the problems in the last two years.

Government covers health insurance for 1.2 billion Chinese.
Government provides 9 years free education for children. 150 million people are benefited every year.
Set up new laws mandatory businesses direct deposit wages to workers’ bank account. Penalty for late payments go up to thirty thousand dollars. Government set up insurance fund to take care of the workers when their bosses run away.

Real Estate developers have no right to tell people to move. Compensation amount will be decides by the court.

In Tian Jing City government set up a five year plan. 35% of new housing will be provided to low income families. By the end of 2015 there will be 830 thousand families will be benefited by government’s housing plan.

Government waved agriculture tax. Direct deposit fertilizer fee to peasant’s accounts and encourage them developing agriculture.

More retirement homes are built up. Right now people can pay 10,000 U.S dollars to keep the lifelong living right for a room in senior homes. Paying $300 us dollars they can have people cook and clean up for them. My friend’s father was so happy there and told his children don’t bother to visit him.

For stopping sands storm Beijing city government spent 3.3 billion RBM to plant 6 million acres wood and grass that cover 71% of the land near Beijing. For four years Beijing has not been attacked by sand storm.

Just in one day’s reports ( Dec, 14 2010) we can see jobs done by governments in China list as below.
Up to 2009 there is about 36% medical utilities are run by private companies. In the future they will encourage private companies to provide medical service.
Starting from Jan, 2010 government gives allowance to orphans.
In Dec, 2010, government signed 15 agreement with Chinese High Tech companies that worth about 21 billion RBM
In 2010, fifty-six big temples in Tibet have being renovated.
In the last 300 days, Chinese Navy had protected 3000 ship from all over the world and made sure they passing through sea safely near Somalia.
A system for measuring the quality of air starts it operation from Dec, 2010. There are 2000 observation centers in all over the countries. One hundred thirteen cities will have report about air’s quality in every hour.
In the mountain of Lu, a famous travel area, 10 thousand chimneys have been taken down in 2010. Four thousand families and 95% of hotels stop using coal. People who use gas get allowance from the government. Government spent 270 million RBM to renew transportation system over there and build up two factories to treat the used water.

A project starts its operation in Shang Hai. It provides 50% of drinking water of Shai Hai City and benefits about 10 million people. The water is from Yang Zhi River and is being purified. Meanwhile Tian Jing City invests 6.18 billion RBM to build up a system that helps saving water and retreat the used water. China is short of water and government deal with the problem before things getting worse.

In 2010 Chinese production of grain is 5.464 trillion tones. Its amount is increased 2.9% compare with 2009.Its planting area increase for .08% and its unite production increase 5%.

Chinese high speed rail reach 486 kilometer per hour. In 1997 they only had 4700 kilometers high way. Today their high way are 74,000 kilometers and in two years they are going to meet the goal of one hundred thousand kilometers, high way that America has.

When we evaluate a government we should base on what it did for his people but not only base on how much the government let its people say. If they don’t care about what I said it just like they let me say nothing. I don’t mean Chinese system is better than system that the United States has. The problems they are solving have been solved by us many years ago. We have enough grain. Our air and water are clean; our hospitals never reject patients; our people get unemployment aid and our poor people get public assistance. Our welfare system is much better than theirs.

Unfortunately we are facing new problem and that is we don’t have funds to maintain our benefit any more. We are not only short of fund we have huge debt. We still don’t realize the serious consequence of our social security system going bankrupt.

For solving the problem we need our government to show its efficiency and we don’t see any of it. In the New Year eve of 2011 they tell us that economic is recovering. In the United State people who get paid by government’s funding are the sum of people who work for construction and manufacture field. However, all our state governments have budget deficit and their debt go up to two trillion dollars. When our tax income is reduced how can we turn around? Still we are doing nothing to release the pressure. We simply hope our free economic system can make an adjustment automatically and create miracle over night. We don’t have the concept about government’s efficiency. Our government has no function or plays a wrong function in such a crucial time. That is the most horrible thing American facing.

Before 2010 Christmas, U.S Senate ratified a landmark U.S- Russian nuclear arm control treaty. It limits each country’s strategic nuclear warheads to 1,550 down from the current ceiling of 2,200. Republicans had tried to make some amendments to kill the treaty such as forcing change in its language. The conservative Republicans said the pact would limit U.S options on missile defense. They are failed this time. At the time they discussed this treaty some Republicans senator mentioned that the Chinese are threatening American and we should not limits our nuclear warheads. They didn’t see that the Chinese set no military base in North America and we have some military base in Asian.

Anyway when some Republicans insist to create conflicts in this world ratifying an arm control treaty by U.S senate is good news for American. I have to admit that Obama played an important role in the picture. He has no those complicate background and he is not a dangers plotter that helps him to earn my vote. He hopes to help the majority and his problem is that he doesn’t who are the majority and how to help them? He thought the 30 million poor people who have no health insurance are the majority, the 15 million unemployed people are the majority and the illegal immigrant youths are the majority. He tried hard to help them by simply spends government’s fund. For save troubles he even cut tax for the wealthy. The sad thing is that in the United States a president who does nothing is better than a president who does dangers things. Obama is better than the Publicans who try to make money by launching wars.

The United State has produced about 70,000 nuclear weapons of 72 major types since their invention. At the end of September 2010 we had a total of 5,113 warheads in our nuclear stockpile. If they are powerful, one type is enough but we have 72 types of them. I don’t know how much are their researching and producing fee. I just know that none of them was used and we spent a lot of money on wars to prevent the other countries to use that. A lot of people were died in the war that againsts nuclear weapons.

U.S government’s deficit has been accumulated to 1.4 trillion since 2001. People who vs. wars believed that over fifty percent of government’s budgets are military expense. However government states that government’s regular expenses include military expenses is only 40% of the budget. Sixty of government’s income is paid for social security, SSI, Media, and Medicare.

No matter what the deficit situation cannot be continued like this. For stopping that we should do two things together increase the tax and cut the budget as well. My last article accused Obama’s decision about extend tax cut for the wealthy. Today I am going to discuss the way of cutting expenses. Without presenting some actually ideas I will be a big talker just like him.

Politicians in the U.S government tend to argue for some things day after day and revise the bills again and again. End up is they doing nothing but still get pay. For avoiding that situation we can simply do things that both party agree to do such as cut budget.

The leader of Republican Eric Cantor swears that when his party controls the senate they will start to cut budget. It is said his salary was increased 81% in the last 9 years and his office expense increased 16% in 2010. Over all the government’s salary increased 50% in the last nine years. It looks like the cutting budget action must start from White House first or politicians will get no trust and no co-operation from the society.

U.S government giving free lunch to those so call poor people all these years and hardly arranged them to work. This is the big thing that upset the working classes.

A woman immigrated to this country at her 55 years old and never worked. She is over 90 years old now and she has retirement pension in her country. However, besides getting the SSI Check and Medicaid she has twenty-four hours home care service. In the last 40 years she has spent taxpayers’ fund up to one million dollars.

In California, a new immigrant at his fifties damaged one of his eyes. His body is function well includes his other eye. However, he was considered disability and be able to collect a check at home. Later his wife also gets a pay check by taking care of him.

An old lady gets home care for twenty-four hours a day while she is living with three of her children who are all retire at home. Each 24 hours home care case which costs seventy thousand to one hundred fifty thousand dollars a year is paid by the government. In 2010 home care funding by government is the only field that has positions open in New York City. That is how our government spents money and creates jobs for the market.

A mother and her son live in a one bed room apartment with the rent of $1440 dollar that paid by New York City government. The same size of the apartment in the same building is rented by working class for only $ 1150 monthly.

All these kinds of welfare: SSI check, Medicaid and home care service are only provided to people who have income less than $750 monthly. People who work and paid tax usually have social security check over that amount and not qualify to take the assistance. People who not work enjoy the benefit and people who work have to suffered. Government has absolute right to end the situation and when we do that those people have no way to fight back.

We can get rid of the expenses by sent them to live in government’s projects. Let them live there to help each other or work in the factory facility nearby. Priority thing we have to do is building up shelters. Use the fund for bail out, for high speed rail, and for green revolution to build up properties for the government. That is a real process of creating asset and it can create construction jobs immediately.

Why do I keep mention building house? In China why workers willing to work for low salary? It is because when they word far from their home town the factories provide them shelters or even foods.The salary they get $400 is almost the net income they have every month. In the United States not that many families have $400 saving after paying for their shelters, cars, food and insurance.

I focused on solving shelters problem also because it can directly substitute governments SSI payments. The location we choose should be the low cost lands on suburbs or lands own by government. Around there we will build up factory facilities. Government should convince businesses owners move to there and charge them low rent. Businesses will get low paid labors through government’s arrangement. They are people who need public assistance or are unemployed. In this picture positions that the government provides is not the unnecessary positions such as cleaning streets but jobs that can create wealth. The producing process creates profit and pay people’s salary. The salary can be $3 dollars an hour because government provides shelters and foods to the workers already. $3 an hour will give a person net income up to $500 a month. I believe the low rent, low salary and low transportation fee can help our business survive even in the age of free trade.

Anybody can move in to the projects include the older and people who have children. We can set up day care center there and free the mothers. The mothers will work in the factories or take care of the older by getting pay. The home care fee government paid will be $3 an hour rather than 30$ an hour that they paid to the home care agents. People who refuse to move into this kind of projects cannot get SSI any more. Because it means they are not in a desperate situation and they actually can take care of themselves. If they beg or rob in the street they will be put into jail and from the jail they are mandatory to settle up and work in somewhere.
Government might not get good income in this kind of projects. But just building some shelters will save big money from SSI check and jobless aid for the government. People who need government’s assistance will have no choice but move and work there. If they have decent jobs they can move out from there anytime.

We will provide good entertainment programs in the facilities and make them are decent living centers but not homeless shelters. We need students from universes to work there to build a environment with culture, energy and moral standers. People will feel that work there is happy and glorry.

I believe this is practical because the manufacture processing is in charging by private business and government is only assisting them. (I know government’s ability and wouldn’t put too much expectation on them) Government will share some profit in case there are some. Government helps to solve employment problem and shelter problem. In this picture our priority goal is to create jobs. We might not have good profit on this proposal but we can at least get rid of government’s payments for the welfare system.

In the end of 2010, Obama extend Bush-era tax cuts for two more years. That decision made government lost almost 900 billion dollar revenue. Two weeks ago Obama still claimed that he would only benefit families with income of $250,000 and lower. All of a certain he changed his mind and cut tax for those millionaires and wave about $700 billion dollars tax for the wealthy. His decision surprised even members from his party.

Bush’s tax cuts were set up in 2001 before 9.11 happened. U.S treasury had a surplus and America’s economic was running well at that time. Most of the tax cut is benefiting the wealthy. It makes the top tax rate drop from 70% to 35%. People doubt Bush’s motivation and believed that the huge U.S treasury deficit we have today is relating to that. Bush knows what he did that for. He hoped people didn’t call that as Bush’s tax-cut. If he believes that is a great deal he would like that named Bush forever and let the history remember him.

In the last two years Obama’s administration brings the U.S treasury deficit up to 1.4 trillion dollars and 57% of them are hold by foreign investors. Obama knows it clearly that the trajectory of his spending could not be covered by the incomes with tax-cut. Why did he still pass the bill? Because the party representing the wealthy wouldn’t co-operate unless he put the jobless people back to work and reform the welfare system. Obama choose do nothing but made two deals: cut $700 billion tax for the wealthy and extend jobless aid to 13 months. He said he did that is for the people who put him into the president position. Obama proofs to the public that how lazy he is. Maybe that is by born. I don’t know if you notice that sometime he even doesn’t want to straight his neck instead he raises his chin. I mean by birth he prefers to live in a relax way.

What does Obama expects for his two deals? (Again Bush doesn’t want the tax-cut bill named on him anymore) Of course he hopes jobs are being created. He believes more money in the market means more consumption occurs and more consumption means more jobs being created. Can he full feel his dream? The answer is no! Today, our businesses are holding almost 2 trillion dollars and making no investment. Just GE has 200 to 300 billion dollars cash and doesn’t what to do. They might buy or sell stocks in the market and they don’t bother to create jobs. They don’t like the poor have to spend their last dollar. They will spend what they usually spend and will not make extra consumption. That means funds from the tax-cut will be saved well in somewhere.
When Bush made the tax-cut in 2001 many businesses were still in the United States. The age of free trade was just started then. Cutting tax might more or less solve the investment and hiring problems. Today our businesses have labors work for them in over sea. If the Chinese currency RMB is too high to bring in profit for them they can move to Vietnam, India and Cambodia. Why do they bother to pay for high salary, high health insurance for the American here? Government has right to make them pay tax but have no right to force them to create jobs. Of course they salvo when they heard that Obama gave up the right of taxing. People who get $250,000 or above salary usually have power in their companies and maybe they used their power to set up their salary rate such as the CEOs of the banks. Obama is veyr folly to cut their tax. They will cover their mouth to laught and without saying thank you.

Obama hope jobs come back when the market has money. I have to point out things clearly here: high stock index, high consumption index and high economic index don’t mean that jobs will be created. Obama has to do real works to bring the unemployment rate down and he has to plan it very carefully. His plans relate high speed rail and green revolution cannot efficiently create jobs at all. Thirty billion dollars investment in high speed railroad plus the maintainence fee and deficitt in long term the budget is big. So much money create only 170 thousand jobs is not good enough comparing with 15 million jobs we need in the market.

In this article I explain why making tax-cut is folly and why it will not help jobs back as what we explect. At this kind of financial situation our government should increase the wealthy’s tax and put people back to work. Making tax-cut is folly and Obama accept the deal is because he is lazy and naivy. He hopes he put the money in the market and the market will creat jobs automatically. I don’t know when he will be wake up.
I accusing Obama not take action doesn’t mean that I don’t know the difficulty of cutting government’s expenses. It might cause riot like what happen in the Europe. Next article I will discuss about how to cut the welfare and put the poor to work. Today, 60% of government’s expense is using for social security, Medicare, Medicaid and welfare service. The wealthy’s complains make sence. Without a real reform on it we can go nowhere.

A guy, Clay Duke, from Panama City tried to kill school board members who terminated his wife. He used a pistol to take hostages at 15, December, 2010 at Bay County School Board meeting in the Nelson building off Balboa Avenue. No one get hurt except Clay Duke himself. He died from his multiple wounds before being taking away from the scene. The guy has violent record.

The school confirmed that Clay Duke’s wife was let go on in Feb, 2010. She was hired in 2009 but did not pass her probation period. We don’t know the exactly reason that his wife was fired, because of her behavior or because of no budget. Anyway it gives us a hint that the unemployment creates the unstable for the society. We can sure that if his wife had a job this tragedy would not happen.
In today’s situation, government’s policy is very important. We should avoid of laying of people but let people share jobs and cutting their working hours. Government cannot control private companies’ hiring. Government should at least adjust their rules and let the taxpayer’s fund support as many people as possible. People might strike or riot like what happened in Europe. The Union people’s excuse is that government doesn’t punish those crooked bankers but cut the benefit of the public. There for to calm the public down the government should increase rich people’s tax rate as well.

Apple Company invests only $40 and gets $80 profit back from each of their product. Their return is 200% when the other businesses’ returns are below 10%. They have such a big margin because they send their orders to over sea. They make money in this market and they don’t take care of jobs here. Government has reason to charge those businesses extra tax – importing tax.
Warren Buffet is rich yet he agreed that should make the rich pay more tax. He said that his tax rate is even low than his secretary’s rate. I wander what people did made them deserve five hundred thousand dollars income a year and up. I believe most of the reason is because they have the powers to take advantages from the businesses own by share holders in the stock market. It is shame that government cut-tax to this kind of people such as bankers who get big bonus.

In this kind of financial situation we need to enhance government’s function but not control its function. Some rich people try to reduce government’s power today. They don’t realize that they can’t not get rid of working class like get rid of garbage. It is truth that they have free trade now and they don’t need to deal with those unions any more. However, just like what happen in the Europe, poor people will not let them go. They will unite together and threat the peace in the world. That will eventually influence the market and hurt the rich. Maybe the lost that the rich have due to a riot is more than the tax-cut they get.

Government is the key factor in the picture. They should tax the rich more to calm the poor down. They should stop giving the poor free lunch but put them to work. On that way we can release the anger from the rich as well.

Tea party simply requires tax cut is not appropriately. Government should not cut tax and should spend their money in an efficiency way. Government should make investments instead of giving our bailout funds. Their investment should be able to create income or solve government’s financial problem in long term. China has a big develop in the last twenty years because their government has good control in something. Our government is lack of efficiency. It takes so long for us to pass a bill. All we do is discussing things day by day and spending money. Now we even manage things in an easiest way – cut tax. Let people happy because they have checks not smaller.
